<description><![CDATA[The US already has years of experience with Cap and Trade.  A sulfur dioxide (SO2) Cap and Trade program has proven an effective control strategy to lower SO2 emissions.  It provides elements of market incentives and provides flexibility to facilities that emit large quantities of the pollutant in several ways.  One of the most important ways is that it permits older facilities which may need to operate for a limited number of years to purchase &ldquo;emissions credits&rdquo; to continue operating without installing un-economic emissions controls by purchasing credits.  The credits are created by other sources which control their emissions MORE than required under regulations.  There is also an overall reduction in the program to benefit the environment so we are not just transferring emission from one plant to another.
            
            
            A reflection of the effectiveness is that the U.S. Environmental Protection Agency announced  that power plants across the country decreased emissions of SO2, a precursor to acid rain, to 7.6 million tons in 2008.]]></description>

<description><![CDATA[Will the Copenhagen climate conference end with a deal on carbon emissions?DELEGATES turning up to the 15th Conference of the Parties to the UN Framework Convention on Climate Change&#8212;known as the Copenhagen conference&#8212;face a fortnight of negotiation, beginning on Monday December 7th, almost as rich in complexity as in hyperbole. The range of different possibilities in the negotiations means that there is, potentially, something for everyone, which raises hopes for success. At the same time, there is the near certainty of almost everyone being disappointed to some extent. The conference has two different sets of aims, which may well be united into one road forward by the end. One set of negotiations is on the Kyoto protocol. The protocol, negotiated in 1997, entered into force in 2005 and imposes targets for carbon-emission reductions on developed countries for the period 2008 to 2012. It imposes no obligations on developing countries, but did set up the clean development mechanism (CDM) by which developed countries could meet commitments by reducing emissions in developing countries, transferring capital in their direction in the process. The offers at Copenhagen add up to around 15%, with America offering only around 4%. In a poll for the World Bank, over 40% of people in 13 countries said they would be willing to pay this extra amount for energy and other goods to help tackle climate change. <description><![CDATA[A row over climate change e-mails grows louderAS POLITICIANS, policy wonks, businessmen, NGO types, hacks and hangers-on converge in Copenhagen for the forthcoming climate conference, a row over a set of e-mails from a previously obscure part of Britain's University of East Anglia is becoming ever louder, if no more illuminating. Two weeks ago e-mails and other documents that had been leaked or hacked from the university's Climatic Research Unit (CRU) were sent to various websites. Those with a longstanding opposition to action on climate change, from bloggers to members of the American Senate to the Saudi government, are touting the e-mails as a resource with which to derail the Copenhagen talks. CRU's researchers use various techniques to reconstruct the temperatures of times past. Some of the reconstructions they have been party to have long been the subject of technical criticism, sometimes in peer-reviewed literature, more frequently on blogs, notably Climate Audit, an award-winning blog by Stephen McIntyre. The critics have made many attempts to get CRU to distribute the raw data and computer codes which its scientists work on. The e-mails and other documents read as though the researchers were obstructive in dealing with some of these requests, that some of the data they used were in poor shape, that they may have indulged in spin when presenting some results and that they really did not care for their critics. ...]]></description>

The world&#8217;s oceans and plants absorb about 60% of the CO2 emitted as a result of human activities, which has helped keep the extent of climate change in check over the past century or so. But exact figures are hard to come by. Estimates of just how much carbon ends up in plants, in soil and in the oceans are frustratingly sketchy.The oceans suck up CO2 because it is soluble in water. Plants suck it up because they photosynthesise. As CO2 becomes more available, other things being equal, they will photosynthesise more. And a warmer, more polluted, more disrupted world can encourage growth in other ways, too. But none of these things can go on indefinitely. The streamlined data collection is part of Tesco&#8217;s ambitious plan to halve emissions of greenhouse gases from existing stores and distribution centres by 2020.Tesco and CA may be pioneers, but they are not alone. While governments argue over emissions cuts, many firms have already started cleaning up their act, or at least preparing to do so&#8212;prompting more and more software firms to offer tools to help. <description><![CDATA[A climate-change election loomsKEVIN RUDD, Australia&#8217;s prime minister, has much political capital riding on his promise to tackle climate change. It helped him win power in 2007. He calls it &#8220;the great moral challenge of our generation&#8221;. His Labor government&#8217;s planned cap-and-trade scheme for carbon emissions is designed to force Australians to change the way they use energy. Mr Rudd was banking on Parliament&#8217;s approving it in time to give him clout at the Copenhagen climate talks that start on December 7th. Australia accounts for almost 1.5% of global greenhouse-gas emissions; but its reliance on coal (also its biggest export by volume) for most of its electricity helps to make it one of the highest emitters per person. But on December 2nd Parliament rejected his scheme. This did more than dash Mr Rudd&#8217;s hopes of leading the world on climate-change reform. It set Australia up for a possible early election on the issue.The upset was triggered by two weeks of turmoil in the conservative Liberal Party, the main member of the opposition coalition. Having passed the lower house of Parliament, the climate legislation was stuck in the Senate, the upper house, where the government lacks a majority. In August an unlikely alliance of Greens (who thought the scheme too weak), the coalition and two independents rejected it. There will be oceans of planet-saving rhetoric, countless photographs of politicians wearing dark suits and serious faces and, if things go according to plan, an agreement to cut emissions to avert a rise in temperature that might anyway have turned out to be marginal and self-correcting.It might; and then again it might not. Uncertainty about the consequences of climate change makes it hard to persuade people to spend money on it, for where the damage is uncertain, so are the benefits of averting it. But we do not know how far the rise might go. In the lecture Dealing with Low ProbabilityHigh Consequence Events A Behavioral Economics of Risk Presentation, World Bank Senior Vice President and Chief Economist Justin Lin introduces Senior Scholar at the Woodrow Wilson School of Public and International Affairs of Princeton University, Daniel Kahneman and Professor of Decision Sciences and Public Policy of the Wharton School, Howard Kunreuther to discuss human behavioral patterns in undertaking mitigation strategies to assess these types of risks .  They discussed the role of behavioral economics, using a realtime experiment on the findings of the behavioral economics of risk as applied to natural disasters.  The event was moderated by Apurva Sanghi, Senior Economist of the Global Facility for Disaster Reduction and Recovery of the World Bank.  ]]></description>
